watchdog: iwdg: honor IWDG_STM32_START_AT_BOOT

The Kconfig IWDG_STM32_START_AT_BOOT is actually not used and the
watchdog is enabled unconditionnally at init.

Enable the watchdog only if CONFIG_IWDG_STM32_START_AT_BOOT is set.
