wifi: esp32: move kconfig to driver area
Make sure all kconfig related to Wi-Fi is in its driver area. This commit also removes esp_timer_init() call from Wi-Fi driver. Signed-off-by: Sylvio Alves <sylvio.alves@espressif.com>
