soc: arc: enable SYSTEM_CLOCK_SLOPPY for SMP

Browse source 
in SMP, arc uses gfrc as wall clock, so it's ok
to enable SYSTEM_CLOCK_SLOPPY to avoid unnecessary
interrupts
