soc: arc: enable SYSTEM_CLOCK_SLOPPY for SMP
in SMP, arc uses gfrc as wall clock, so it's ok to enable SYSTEM_CLOCK_SLOPPY to avoid unnecessary interrupts Signed-off-by: Wayne Ren <wei.ren@synopsys.com>
