x86: intconnect: convert some DEBUG to __ASSERT
DEBUG isn't tied to any config option. Just use assertions. Most of the time return values aren't being checked anyway. Change-Id: I7457dcf00e18505bd6bcd98d46288545c03b5fbc Signed-off-by: Andrew Boie <andrew.p.boie@intel.com>
