cleanup: include/: move gpio.h to drivers/gpio.h

Browse source 
move gpio.h to drivers/gpio.h and
create a shim for backward-compatibility.

No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.
