soc: mcxc: replace PLATFORM_SPECIFIC_INIT with PLATFORM_RESET_HOOK

Generic hook infrastrucutre was added to Zephyr, but NXP MCXC SoCs
were not updated accordingly.
Use generic hook infrastrucutre for MCXC SoCs.
