cleanup: include/: move misc/byteorder.h to sys/byteorder.h

Browse source 
move misc/byteorder.h to sys/byteorder.h and
create a shim for backward-compatibility.

No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.
