arm: move irq_vector_table to common location
We don't support hard-coding vectors in this table anymore. If someone really wants to do this, they can set IRQ_VECTOR_TABLE_CUSTOM and define their own. Change-Id: I45f49782ba5fefb0a02eab02ec96efd0019bc6d5 Signed-off-by: Andrew Boie <andrew.p.boie@intel.com>
