Bluetooth: Mesh: Add IV Update test mode API
This makes it possible to pass all IV Update tests without having to build a custom configuration for some of the tests. We also disable the feature in all sample configurations, but leave it on in the tests. Signed-off-by: Johan Hedberg <johan.hedberg@intel.com>
