Add "sys_" prefix to public kernel versioning APIs

Eliminates the need to reserve the "kernel_" prefix in the
kernel namespace. Also, aligns versioning with other APIs
that are neither nanokernel_ or microkernel-specific, such
as the system clock APIs.
