ARC: QEMU: Add the second UART support

This makes the second UART of ARC QEMU's "virt" platfrom available
in Zephyr. But please note to get it used corresponding change needs
to be applied to QEMU itself, see:
https://github.com/foss-for-synopsys-dwc-arc-processors/qemu/pull/62
