drivers: soc_flash_mcux: remove dependency on CONFIG_HAS_MCUX_IAP

Remove flash driver dependency on CONFIG_HAS_MCUX_IAP for determining
if the SOC uses an NXP IAP flash controller, and instead use the
devicetree compatible to determine this.
