build: Remove unused functions
Removed unused functions, or moved inside #ifdefs. This allows using -Werror=unused-function on the clang compiler. Tested by building the ChromeOS EC on all supported platforms with -Werror=unused-functions. Signed-off-by: Jeremy Bettis <jbettis@google.com>
