drivers: counter: Extend set channel alarm flags
Added flags for controling detection of setting alarm to late. Updated drivers to return -ENOTSUP when new option is requested. Signed-off-by: Krzysztof Chruscinski <krzysztof.chruscinski@nordicsemi.no>
