drivers: can: split CAN classic and CAN-FD syscalls

Split CAN classic and CAN-FD syscalls into two:
- can_set_timing() -> can_set_timing() + can_set_timing_data()
- can_set_bitrate() -> can_set_bitrate() + can_set_bitrate_data()
